Rome 2 building slots mod

I've noticed that there are two types of city: ones with just one government building and those with slots for barracks, admiralties, observatories, etc. Is there a way to make a one slot city have more building slots? Because I'm playing as the UP, and I want to get more taxes from Flanders, but also to be able to recruit more than just militia. Building slots too limited — Total War Forums
